Create a tax incentive for businesses that show profits at the end of the year. They could designate a percentage of their end of year profits to be used over the next 1 - 2 years for new hires only (increasing their overall staff). Create Jobs in the Private Sector Not Government Jobs

Any Jobs created in the public sector destroys jobs in the private sector. Governments don't create real jobs. Government salaries are payed for with taxes, borrowing or printing which puts a burden on taxpayers, employers, value of the dollar and the overall economy. This would establish an Internet job board sponsored and maintained by the federal government that would collaborate with private sector companies and institutions to provide job-seekers with a more efficient and consolidated pool of work opportunities(in contrast to existing Internet job boards, which are collectively superfluous and inefficient in their listing of work opportunities).
