As someone who has been seeking federal employment for over 2 years, my experience with USAjobs.gov has never been good. It is a black hole. Everyone I know who has submitted a resume has never seen results either. Due diligence and equity in federal hiring

could submit their application by getting involved in a special forum (similar to this perhaps?) that would ask them to prove themselves first by producing on a volunteer basis. Commission might even be involved. I've always liked the idea of commission pay in government jobs.
