If government is really wanting to implement innovative ideas the first step would be to look at hiring and recruitment (as well as training and development practices). In my home state for example, a person advances in government based a lot on who they know and some of what they know. This has become a problem because people who worked in government 20+ years and have retired are being re-hired and implementing the same old ideas while employees with new ideas are overlooked for promotions and often belittled for daring to think out of the box. And yes, said workers are receiving both retirement checks and paychecks.
