Common sense fiscal constraints

Allow federal agencies one year from the time that a bill is passed to rationally spend the money.

Why Is This Idea Important?

I am a civil servant employee, and am being squeezed between a rock and a hard place trying to make good use of money that was approved in the 2009 Omnibus bill (NOT stimulus funds) on March 11, 2009. Current CFO policy in my Agency is that such funds can only be used until the end of the fiscal year. Given procurement and grant-making requirements, this is nearly impossible with only 6.5 months to do it.

If Congress can't be bothered to pass a budget on the required schedule, why should Agencies be squeezed to make impossible or irrational decisions on using the money for its intended purpose? It's a waste of (my) taxpayer dollars.
