Global temperatures WILL rise, they WILL also fall at some point, then either fall a little more or go up again. The planet has been doing this for millions of years.
Not only is warming less immediately problematic than cooling, mass human death is more likely to come from another super volcano eruption, an object hitting the planet, or nuclear war.
The general concept is interesting. I think the volume of suggestions for citizen discussion alternatives here show at least some people are eager for a "citizen forum", but most of the suggestions are a bit grandiose.

I like the spirit of what you are saying but it's just not a simple problem. Politicians have to raise money to run campaigns for local offices all over the country, you cant hand money to everyone who says their a politician.
Even if you just do public funding for Presidential elections the candidates will by that time already have many "cash alliances".

The most abundant fake participants we have by far are voters. Our dominating two party system is so polarizing it causes people to believe they would never go to the other side so they no longer have to really learn what is going on to vote, they can just tick off "R's" and "D's" by the millions.
If you had even just three strong parties the ideological herding would be greatly impacted.
