give public sector labor the same rights as private sector labor
except the right to strike public sector labor should have the same rights as private sector rights and responsibilities.

PRESIDENTIAL EXECUTIVE ORDER No 12871 mandating partnership between Federal labor and management had no teeth and was recinded immedietly when we got a new President(Bush). changing 5 USC so that permissive subjects of bargaining become mandatory would make it more difficult for a new administration to take it away from the working class again. The only thing that should be different between private sector labor and public sector labor is the right to strike. that is what the FLRA and the FSIP were put in place for.
