WHAT

Asking Government to create advanced permalinks on a paragraph level to all public government documents and websites

HOW

It is pretty simple, actually.

A human readable URL that includes:

Domain Name / (path if necessary to be unique) /Document Name / DateTime stamp / and a hierarchical path to the paragraph

You can add a Path to document if needed to be unique but must be human readable.

The Hierarchical path should degrade nicely to point to larger and larger portions of the document (like an entire paragraph or chapter.)

For example:

which would point to this clause

" $250,000 ($125,000 in the case of a married individual filing a separate return)."

in the March 18, 2009 version of the Bill HR 1586

Section 1, subsection b, chapter 1, paragraph B, clause ii

WHEN

We are recruiting different levels of government implementation one agency at a time. Recovery.gov's support on http://citability.org will illustrate the demand and be a brave sign of leadership.

We are asking various proprietary software vendors to implement this standard in their software products.

WHERE

Http://citability.org - where we rally support for the concept

http://citability.pbworks.com - to help promote feedback on the internal standards we are suggesting. And inspire participation in creating various implementations in different software to backups and server failover settings.

I was inspired by Tim Berners-Lee paper in 97 which inspired both the transparentfederalbudget.com project as well as my current one citability.org or citability.pbworks.com

It is a bit more focused on usability than the original proposal but you can tell it is inspired by those same concepts!

Citability is the way that you can chain EVERYONE's XML budget and see how the actual dollar is spent.

You can't do it all in one document. It is a series of 19 bills and they get distributed to different agencies and state governments. The one document would be too large scale to be useful - for an example see the current PDF's that are available eg 980 mi to dept of agriculture...

Step one - citability.org
make the budget citable on a line item basis. the current federal budget is useless. but if you also had the smaller dept as well citable you might be able to actually TRACK those dollars down to a useful level.

and let's make it citable! that way I can complain specifically about my request in my blog post when my request takes more than 2 yrs!

we could also make it restful so that we can produce reports about the sorry state of FOIA requests too!

Can I add that they be citable to a paragraph level as well!

That way we can easily farm out external documentation of the legislation on the internet QUICKLY to deal with the 72 hr time frame.

Hey could we also ask that these contractors be given a webpage? I think interface wise that might be easier for normal citizens than just the restful setup and will be just as usable...

they could also aggregate all contracts that way too...
