But if the Government is to reply upon commercial enterprise, membership paying organizations, and expert content input in the conduct of all of it's business, it MUST afford some form of Copyright Protection.

But then the burden of distribution to ANYONE that wants it, in depth education, training and documentation on how to use it to enable the MILLIONS of APPLICATIONS you describe to even be uselful to an endless "public" is RIDICULOUS.

Plus then who is responsible for updating nd maintaining all these applications and who is really responsible if I (Joe the strwawberry picker I might add)gets one of the applications, alledgely tweeks it, sells to a million people and it BOMBS--The GOVERNMENT?

I know alot of firms that sang the 3-4 Pillars song and dance. They are now on the heavy decline or folded altogether.

So, if we all live the way our government tells us to live, we will be "taken care of by the taxpayers". Hoever, if we choose to live our lives in whatever ways we choose to live or lives, except for illegal activity, we would be "punichsed" by the government.

Within your first paragraph, THAT IS the strategy amongst politican's, businesses and many other facets of life. Even the church is often that way.

It may tolerate some ringing from it's audience or members, but rarely are there mechanisms for timely, cohesive follow-through or progress made from employee's, citizen's or member's effort to communicate...

It's rampid throughout.

It's always been my understanding that prisoners, as you say, when convicted, are intentionally disenfranchised by society through loss of voter and other rights for certain felonies, etc... Hence forth, it's part of punishment for the crimes against.

Secondly, I have become very opinionated on another hot topic contained in your post in the last couple of years. America needs to establish/re-establish English as its only principle language, not a second language within its own boundaries. If you choose to also speak, read or write other dialects, that's part of freedom. Why do we now have to pay to cater to English-as-a-second-language preferences or ANY other language preferences. It’s insane wisdom otherwise. Hence forth, I submit English as the principal language and spend no other dollars on catering to secondary English preferences. Save a ton of money for the Federal Government, the states, county and local city admin costs. If the people expect to be U.S. citizens with all the rights, privileges thereto, so is the responsibility to learn English. The constitution and declarations weren’t written in Latin, Spainish, etc…

California's is also probably producing these packages in multiple languages to politically appease.

Can these other states afford that? Apparently, in the end, Ca. couldn't as they in significant debt.

Do u mean, have the public define what information it wants and the format that can be read, let's say by a High SChool graduate as the defacto standard?

It's not the federal government's responsibility to provide higher education to U.S. Citizens.

The people need to WORK and strive to make themselves more educated.
