Build on the growing effort for "universities to be more practical" by having regular exchanges on information sharing, citizen engagement, and collaboration with a wide range of colleges and universities, especially reaching to students and scholars in "public service" fields.

Important to have a diverse citizen advisory board (with many ways for citizens of various budget expertise to contribute) to guide the key features of the website and test its usefulness.

I am not a techie, so the following may only echo the original point.
I enjoyed a short piece in the Jan/Feb issue of The Atlantic on iGov -- which focused, in part, on "Application Programming Interface" as a key element to be sure datasets are easily used by programmers for useful interfaces or mash-ups of various data.

Building on this thought, establish special recognition (Presidential awards, career advancement, etc.) for agencies that are successful in sharing data in ways the innovative, office volunteer, programmers can come up with new uses and better transparency.
