Too many people who work for government are not up to the task of interacting with the public. At minimum they need customer service training. At higher levels, they need to be proficient in public debate, public speaking and dealing with the press.
Too often state agencies are silenced by state politics, the politics of Federal agencies, and the relationship between government and vested interests (nuclear power, chemical companies, etc.). State agencies cannot truly represent the people and provide honest and straight forward answers when they perceive their hands are tied politically. This is detrimental to transparency and leads to an erosion of trust between citizens and their government.

This idea is key to your efforts. The on-line town hall held by the President was a stellar example of using technology to reach the electorate. It would also be helpful to require this of state Senators and Congress with their own constituencies.

I like the idea of accountability. I dislike the idea of accountability being in the form of a "report." At best, states will shove the project onto the desk of someone who is already overworked and underpaid. At worst a report will be twisted glorification of the efforts of state government regardless of politics, corruption or other inherent problems.

There must be a better way to achieve accountability. Perhaps citizens of each state should be able to vote on-line in regards to how they perceive their governments level of transparency. I'd be interested in hearing about alternatives to "reports".
