We already have two "National" banks: Fannie Mae and Freddie Mac. Why not have them do what commercial banks won't do right now - lend money to prospective homeowners. If the Government adopted a 3%, 30-year mortgage program offered by the two banks, the real estate markets would lead the recovery and the trickle-down effect would be huge.
