I believe the federal government should sponsor the creation of a software set for use in managing all government activities at all levels.
Having a standard software package available for use at national, state, county, and city levels would streamline communication and interoperability between government groups as well as to the general public. It should drastically reduce government software development costs by eliminating redundant efforts, as well as reducing aquisition costs to near-zero.
Specifications and code should be openly available for transparency purposes, and individual government units should be capable of extending their own implementations as needed.
Development work would be accomplished by allowing entities to propose features on one hand, and bid on the development of the proposed features on the other. A mechanism should exist to push features made as customizations into the main software set.
Emphasis should be placed on exposing raw information as well as providing the tools to work with the information, allowing public and private entities to analyze information in their own fashion.
Emphasis should be placed on allowing policy makers to easily explain the reasoning involved in their decisions with the software supporting the explanation with hard data.
