20. Tort Reform: Maximum cap on lawsuit damages/payouts, of $250,000. I am not a lawyer, but I do know that a nationalized health insurance program cannot operate without tort reform. Meaning should you sue for multiple damage items, the maximum payout for all items would be $250,000; each count would not be $250,000 each but $250,000 total.
