To legalize marijuana would mean an end to the billions of wasted dollars fighting this "war on drugs". A war, that anyone who grew up in America and went to public schools, saw first hand was lost. Instead of Taxing Cow-Farts to Bully Farmers into Controling Methane-Output ...

Have each farmer Raise the cows in a greenhouse (with a vent and air container at the top to filter and contain the methane)! Then deliver the methane to the appropriate government office in exchange for a refund on the cows bought who made that gas!

 

The 'government office' can then either appropriately destroy that gass or can modify it into a more-usable form.
