2. Integrate Participation and Collaboration into All Major Systems of Federal Agencies

Creating a more open government will require most federal agencies to fundamentally shift how they interact with the public. Within 180 days, agencies should produce a plan to integrate public involvement and collaboration into all relevant systems, including: • Hiring, recruiting and promotion • Performance agreements and appraisal • Award and incentive systems • Rotations and special assignments • Program assessment ...more »

Revamp USAjobs.gov

As someone who has been seeking federal employment for over 2 years, my experience with USAjobs.gov has never been good. It is a black hole. Everyone I know who has submitted a resume has never seen results either. One person inside the federal government explained it to me as "if there is a posting on the website, it is just a formality, and they already have their candidate from within." The listing is "required" but ...more »

Financial Punishment for those who HIRE Illegal Aliens

I grew up with a Green Card. I have nothing against LEGAL immigrants. I do have something against people who think that the immigration rules do not apply to them. It makes the rest pay for their misbehavior. However, locking up and deporting illegal aliens has been, and continues to be, ineffective, because desperate migrants have little to lose, and even if we dissuade that individual, there are many many more where ...more »

Hire people who are qualified.

Obama promised to be a different type of president than any in the past. While he has kept that promise to some extent, here is the major way that has so far failed: he is nominating career politicians into his cabinet. That sure seems like business as usual. Instead of having a former governor in charge of the Health and Human Services division, have someone who knows a thing or two about public health in there. I am ...more »

Stop Outsource Government - Hire Internal Consultants Instead of Contractors

Spending on federal contracts was around $400 billion in 2006, nearly double what it was in 2000 ($207 billion).* Why not create an internal consultant corps instead of hiring so many consultants? It can modeled on the FBI's Special Advisor Program:^ The FBI Special Advisor Program is an internal consulting and leadership development rotational program at the Federal Bureau of Investigation. The group consists of recent ...more »

Reengineer USAJOBS (versus only Improve or Innovate the process)

I'd like the process to look like the following: I see a job to which I'd like to apply. I am new to the site. I sign in. I upload my resume. I complete in open form a paragraph on why I feel I am a strong candidate. I click apply. Done. I get feedback automatically on the hiring process (reviewing resumes, narrowing resumes, selected two or three and you are or are not one of them, hired-feedback on why you were ...more »

rethink all Federa Political Appointments- Reduce Political Appointments -

Too many of the top positions in the Federal Government have been set aside for political cronies. These people garner points through loyalty to the party or administration and are given positions for which they are not qualified. Their career counterparts who have served their time, know the system, and deserve promotions are stopped out by this practice and do the heavy lifting for these figure head leaders. Hiring and Promotion Practices

Hiring practices at our federal agencies need to be open and transparent. Cronyism should have known place in hiring and promotion practices particularly in U.S. regulatory agencies especially those that do science based worked that affects the health and safety of the public. We need to get rid of direct hire practices or make them open for all to see. Everyone should be able to see who applicants are/were and how ...more »

Create Jobs not handout lines.

Why aren't programs like those created by President Franklin D. Roosevelt being used to get people working instead of creating new ways of giving handouts to people needing work? Programs like the Civilian Conservation Corps (CCC) or Work Projects Administration created jobs for people and made progress for the nation while helping to bring the nation out of recession. We have roads that need to be improved through ...more »

Due diligence and equity in federal hiring

I work in the State Department and have two main issues: 1. RECKLESS HIRING PROCESS: I was accepted with no interview, with a higher salary than needed or likely justified, and I know of others who were brought on in the same fashion--this has to change. A rigorous investigation and set of subsequent hiring requirements seems the very least that should be done. 2. UNJUST CATEGORY OF EMPLOYMENT: The term they use for ...more »
