Ron Paul: I’d like to talk a little bit about the medical care crisis that we’re facing. Sometimes I’d like to think that it may be a government crisis rather than a medical care crisis, but we do have a mess in medicine and there is a lot of talk about what’s going on, not only throughout the country but here in Washington.
But first I’d like to describe how I see the problem developing and what has happened. A lot of people are arguing that free markets can’t deliver medical care, which I disagree with and the problems that we face today are not a consequence of the marketplace. They’re a consequence, they’re a failure of the government.
This idea of managed care was introduced during the Nixon years and this was a program designed to force people into medical care and provide PPO and HMOs and tax credits for certain groups and not any others. So we have been enduring managed care over these last 35 to 40 years and what has developed from this has been corporate medicine.
The individuals who were best able to gather up the money passed out by the government and were mandated by the government, they became the chief lobbyists. So the drug companies are lined up, the health insurance companies lined up, the health management companies lined and it turned out that they started running the show and actually made it less efficient.
So there is too much management and at the same time, too much of the money was going into these corporations, which was sort of the middlemen and the patients have suffered, the doctors have become unhappy.
The main complaint I hear is that medical care costs too much. “I can’t afford my insurance”, and there’s a lot of truth to this, but one thing that most people don’t talk about is why are the costs high? Why are the costs of medical care higher than say the cost of bread or computers or television sets or whatever?
The truth is it’s a reaction to government. It’s a reaction to our monetary policy. We do inflate the money supply. We do have price inflation. But prices go up, more so in certain areas that the government gets involved in than in others, so the government is more involved in education and medical care, so you have more inflation there and that is part of the problem.
Over these years, there has been less competition in medicine and that has been gradual over a hundred years or so where people couldn’t enter the medical field without getting all kinds of licenses and protecting special groups. But if there’s more competition and there’s less insurance, actually costs go down.
If you look at some of the procedures provided by the plastic surgeons or the eye surgeons who do keratotomies and they’re not under coverage of the insurance company, those prices actually go down.
We don’t have insurance for medical care. We have distorted that word. Insurance is supposed to measure risk and you’re supposed to buy that protection. So if you want medical insurance, you would be insuring against bad accidents or major surgeries or against cancer or something like that. But today, people expect prepaid services. They want every penny taken care of. They want the drugs paid for and then that invites abuse. When third parties pay the bills, doctors, labs, and hospital, and everybody else, all of a sudden, they charge the most, not the least.
I experienced medicine before they had managed care and patients were always charged the least and nobody went without medical care. The churches and volunteer hospitals and other groups took care of the people, but now, everybody has to have this so-called insurance, which doesn’t do a whole lot more than boost prices and then cause shortages and then there’s a demand for what? For more government and that’s where we are today.
So we’re going from corporate medicine, which was deeply flawed and not working and now, the proposal here is to go to government medicine, which is socialized medicine. This has not really worked well any place else. People, yeah, they surely get care if they want to wait and watch, but today, even and in spite of our shortcomings, people come to this country still for top medical care, but that would soon change if we want to equalize everything by leveling it and making sure that everybody gets poor medicine rather than extra medicine, extra and better medical care.
But we could do better. What we could do is introduce the notion that patients do have rights. Anything that comes out of Washington here, and something will, what we ought to fight for is the fact that we have a choice. We shouldn’t be forced into a program. If the government starts a program, we ought to have the right to opt out of the program.
We should be very generous with tax credits. Give tax credits for the entire amount of money you spend on medical care, so you can be independent. The concept of medical savings account is a good concept and we should promote that and encourage that and we should demand privacy.
I mean, this is one of tools that the government agents always used and they’ve already set the program up. It’s been passed already where there would be essentially no medical privacy. So there’s a lot of things that could be done through the tax code, the tax credit and also protecting the individual’s privacy.
Now, the one other thing that we could do, we could pass legislation that would actually help along these ideas with the problems that we have with malpractice suits. What we ought to do is talk about getting rid of the anti-trust laws against the doctors where they could negotiate with their patients and get the attorneys out of the ball game where you would agree on an arbitration board and get a tax credit for buying an insurance policy like that.
So there are ways you can, through the market place, literally reduce this fear mongering and excessive costs that are involved in litigation against doctors because right now, believe me, if you get a bump on your head, you come to the emergency room because of the third-party payment, we’re fearful as doctors of missing something due to the attorneys. Believe me, you can’t walk out of the emergency room without a $10,000 or $15,000 bill and that is not the way it should be.
There are alternatives. Now, I do want to say that the Campaign for Liberty did such an exceptional job when it came to HR 1207 at the grassroots’ level. So I suspect that the Campaign for Liberty, if they get behind some of this free market approach to medical care, they can do a tremendous job in changing the course here in Washington because right now, we are on a course towards socialized medicine and it doesn’t have to be that way.

With the national debt already out of control, President Obama has added 78,000 new government jobs to the federal payroll since he took office. Obama’s increase in the number of government employees will add hundreds of millions of dollars to our debt. If history is any measure, these jobs will never be eliminated. They will simply add to the mountains of debt we are leaving our grandchildren and great-grandchildren.
Government spending is filled with pork earmarks like this: The National Institutes of Health will pay $2.6 million in U.S. tax dollars to train Chinese prostitutes to drink responsibly on the job.
Obama and Congress continue to spend money the government doesn’t have. The deficit for the current year will be $1.8 trillion, 50% of the total budget. In order to pay interest on the debt, the government will have to cut spending, raise taxes, print more paper money or borrow from another country like China, which already holds billions of U.S. debt. With no end of spending in sight, some estimates project that our national debt could reach $8 trillion by the year 2014.
Obama and liberals in Congress are taking us down the road to socialism, seizing control of key banks, insurance companies, the automobile industry, etc. They are currently working on a government funded national health care program which is expected to cost roughly $2 trillion while rationing services.
Are you fed up with a Congress and a president who:
Voted for a $500 billion tax bill without even reading it?
Are spending trillions of borrowed dollars, leaving a debt our great-grandchildren will be paying?
Consistently give special interest groups billions of dollars in earmarks to help get themselves re-elected?
Want to take your wealth and redistribute it to others?
Punish those who practice responsible financial behavior and reward those who do not?
Admit to using the financial hurt of millions as an opportunity to push their political agenda?
Run up trillions of dollars of debt and then sell that debt to countries such as China?

Employers being responsible for providing health insurance dates back to WW2. At that time, insurance was relatively inexpensive and quickly became a common benefit/perk. With annual average increases in the double digits, the health care costs are crippling and bankrupting many of our companies.
The premium quoted by insurance companies licensed in your state is determined by several factors, the two that have the greatest impact are:
1) The mandated requirements by your state (mental health care, birth control, pregnancy coverage etc).
2) The demographics of your 'group' (the employees in your company)
If you work for a small company (and approximately 50% of Americans do), you are at a decided disadvantage to an identical individual working for Microsoft, IBM or any Fortune 500 company. The larger the number of employees, the more people to spread the cost of catastrophic care. Insurance companies use fairly complex mathematical formulas developed over years to determine the likely costs they will incur over the plan period based upon the demographics of the people in the group. The more people, the lower the average risk, and the lower the average policy cost.
This is why the large companies can provide better plans for less cost to their employees. As insurance costs continue to escalate, the small companies are limited in the plans and coverage they can afford to provide and the amount they can afford to pay. This often puts the employer and employee on different sides of the 'table' when it comes to health care selection.

Today many are not insulated and refuse to do so being exempt from this requirement. Also all public lighting to be phased into LED instead of the current incandescent. False Exchange Rates:
PPP (Price Per Parity) is not the same in each country.
Example: Food in China is 7 times cheaper than in the U.S. So how could be possibly compete on such a tilted playing field.
I will write about government corruption and conservation problems later if this idea get traction.
Solution:
Social Redistribution
Close Social Security, Medicare/Medicaid, Food Stamps, and other Federally funded social redistribution for an approximately 84% reduction in expenditures and replace it with Universal Suffrage. This would be one check per person in the U.S. of approximately 10k per year plus inflation. No exceptions.
False Exchange Rates
Buy up foreign countries assets with newly printed money non backed currency to force them to stop their currency manipulation.
The inflationary pressure from the new equal social redistribution would also initially help force China, India, and others off their false exchange rates/currency manipulation/false scales.
Reversing Conservation
Part of the demand for conservation is a result of the False Exchange Rates. For example, the U.S. is helping China build a new cleaner coal plant that should be build here but we just don't have the money. We also need to reduce or remove regulation for industrial development from nuclear to wind. For example, I think people should be able to put a wind turbine in thier backyard without thier neighbors permission as long as the height does not exceed the width of the yard.
Corruption
Well to stop government corruption we need kill those that took an oath to the U.S. constitution and did not up hold that oath. To act as a reminder to new leaders to not continue thier bad behavior. While not practical it is required to stop tyranny.

I totally agree that a major reform of our healthcare system is badly needed. I am not sure where the biggest part of the problem lies - the drug companies needing to charge so much to recover development costs, the insurance companies needing the big profits, or, the doctors needing to protect their incomes and liability concerns. I believe the chance for a meaningful reform is very low until such time as our government employees (including all elected officials) are on the same commercial plans and/or medicare as the rest of us. If only they could personally experience the run-arounds, frustrations and out of pocket expenses that we face on a daily basis; then, and only then will we have a chance for true reform. Until that time the various lobbying groups will have way too much influence.

Last week, I announced United We Serve – a nationwide call to service challenging you and all Americans to volunteer this summer and be part of building a new foundation for America.
And when I say “all,” I mean everyone – young and old, from every background, all across the country. We need individuals, community organizations, corporations, foundations, and our government to be part of this effort.
Today, for the official kick off of United We Serve, members of my administration have fanned out across America to participate in service events and encourage all Americans to join them.
The First Lady is rolling up her sleeves and getting to work too. But before she headed out today, she asked me to share this message with you.
Our nation faces some of the greatest challenges it has in generations and we know it’s going to take a lot of hard work to get us back on track.
While Michelle and I are calling on every American to participate in United We Serve, the call to service doesn’t end this fall. We need to stay involved in our towns and communities for a long time to come. After all, America’s new foundation will be built one neighborhood at a time – and that starts with you.

I am curious when you will begin to act like a president and start protecting our country? Remember that oath you took? It appears that you feel it is more important to have photos taken of you eating ice cream, riding around on the golf course, eating hamburgers and trying to cram your socialist policies through while your approval rating remains high. Mr. Obama, you are not a celebrity, you are the president and your main objective SHOULD be to protect our country and our constitution, two things in which you are not doing. You are shredding our constitution and trying to punish the people who do not support you or your left-wing radical agenda.
I noticed today that you are slipping in the polls. People are getting tired of your over-exposure and are starting to wonder when you will be their president instead of another over-exposed celebrity on the cover of a magazine.

You know the people here in the United States rally have no idea how the rest of the world lives, and copes with their own governments. I am a veteran of a foreign war, and have seen what those people live like. We here in the United States have no idea what they go through on a daily basis. They struggle to stay alive, they don't have rights like we do. Let them say something against the government, or it's leader, and ...more »

Rome wasn't built in a day. Let me see anyone solve all the problems we have in the United States in as many days as some of the people on this site think they should be solved. All I hear is their right to free speech, being used. Stop talking and do something. Action will get it done.
It is obvious what government did in the past isn't working, so why not try something else. The talkers need to start doing, if they want something changed. Hot air fills a balloon, and BS smells and makes a mess. Why not clean it up and get something done.
