Institute a patent system that requires a prototype be provided within 2 years of a patent application and that the process/invention in the patent be in production and available to market within 5 years. Provide a litmus test for the specifity needed for a patent application to be approved. The patent should be specific enough that independant ideas are not quashed by megacorperations throwing out hundreds of patent applications a year trying to make a buck in court.
Institute a sliding scale for the cost of a patent. An individual who makes one or two patents a year should not have to pay the price of the corporations who throw out hundreds. This patent spam holds up the process. So it should retain costs similar to todays for the first patent and double with each additional patent up to a fixed amount. That fixed amount should probably be around the actual cost of processing the patent x2.

All original authors of the bill should be published with the bill, with the bill’s sponsors. –This gives public recognition to the author(s), and may disclose if lobbyist or special interest groups have their hand in our government.
If congress uses other materials to base their decision on other than the bill (i.e. shortened summary, news, and any other form of information), it needs to be attached separately to the bill by the Congressperson. Including the original authors, the Congressperson’s name and time-stamp, and reference to pages in the bill it applies to needs to be appended. –-This will allow the public to be proactive and correct misinterpretations of a bills’ effect before the bill becomes a law. This will also allow Congresspersons the ability to attach their justifications for refuting the bill.
If the writing within a bill is modified or changed before voting, differentiate this newly unread text by font color, type, or boldness. Create a strikeout version if text removed, and include the authors who changed it. –This will bring the Congresspersons’ and citizens’ attention to newly included and unseen impacts or intended impacts that were obtusely taken out.
Implementation: Congresspersons using a time adjustable rubber time stamp and ink can mark a physical paper as read. A page/assistant of the legislator could scan the page into the online public record of the bill. This time stamping is easier for electronic documents in a future paperless society. By creating for congresspersons a program, such as a modified MS Word/Adobe Reader, which can confirm and record who read any particular page(s) of a bill and when it was read. This program could remotely correspond with the online public record of the bill.

This site is functionally pretty good as it is. Its existing functionality should be used to create an alphabetic index of major ideas (e.g. Obama birth certificate, health care, Islam, etc.) The viewer would first be directed to the index page so as to be led gracefully to existing suggestions. Then the viewer could vote upon and comment upon an existing suggestion OR - if still needed - create a different suggestion. ...more »

It's obvious that this site is now engaged in selective editing and gaming of the system they themselves set up. Therefore it is important to begin saving screenshots of your posts as evidence before they are deleted... to save a screenshot simply use ctrl + prt Sc and paste into paint or any other graphic editing program... when the $h(# hits the fan over this blatant abuse, and it will, these images will come in handy. ...more »

All federal and state agencies must be given usable tools to implement the formats, and all states should be encouraged to use them in their own budgeting process. (This may be an extension of the formats currently being developed and used for the stimulus money.)
All organizations receiving money from the government should be given lightweight, easy to use tools to put together this information, and as a plug-in for programs that already hold this data (excel, quicken, etc.) There should be penalties in place for any non-compliant private recipients of the money, and an across the board mandate that any department of the government not having implemented the system have the top 2 officials fired, unless exempted by congress. If exempted by congress, there shall be a penalty of no less than 10% of the yearly salary of these 2 officials until the system is implemented. The exemption must be renewed yearly, and any newly non-compliant organizations are included in this mandate.
Any program that is funded by so-called "black budgets" should have the name of the presiding organization on them, and where possible, the congressional oversight they receive. (This data is already collected, at great expense, by many private groups looking through budgets. Publicizing it would create no new risks.) There should also be a date on which the data will be eligible for an FOIA request, and a reference number to facilitate such requests.
The format should have tags for the money, so that all money allocated can be split up by, for instance, whether or not a certain company ever received any of it, or whether it was used for office supplies, or food, or banking fees, or whether it was given to a small business, etc. Each of these having its own tag (An XML-based format would be a possible solution.) Incorrect tagging of data done willfully or negligently should have criminal consequences, not less than 1 year in federal prison for any implicated persons.
These should be accessible online, aggregated, with a usable API. The data should be available at a reasonable cost on DVD to any interested party.
