The internet has made it possible to track down and watch speeches you might have missed in real time broadcast and watch them in their entirety. The less notable the speech, however, the more difficult it is to find. If the Federal government put together a web site that was aimed specifically and exclusively at aggregating the various statements (video, audio, text, or other), it would remove some of the barriers between official rationale and public perceptions. Not sure of the legal limitations, but it would be even better if it went beyond the executive to include Congress as well.
