Make grants available to local agencies and transfer the federal grants directly to the local governments, NOT through the State and not through the reimbursement model. Re-train all the people in government who process grants as auditors and just send them to recipients and audit the books to ensure the money is being spent properly. Eliminate all NEPA and Davis-Bacon requirements on Federal Grants and you will shorten the project completion period dramatically and reduce the costs of government projects dramatically. Completing the NEPA process can take anywhere from 3 to 6 years to complete and serves no purpose other than to delay projects.

Better yet, stop taking the people’s money FROM the state and let them keep it. If they want to fund things within their borders, let them….if not….oh well
Let the states govern themselves and fund things to the level that the residents of that state support. It is sooooo inefficient to tax and return....in any form...just don't tax at all...aw but that takes the power from DC and returns it to Main Street....and that darn plumber might not want me to send his money back to fund condoms in the schools...
