Create a mechanism by which federal employees can ANANOMOUSLY and openly report waste, fraud, and abuse of government funds at each agency. Employees in the federal government often know best where the skeletons are buried or which closet they are hidden in but fear, intimidation, and retaliation are alive and well today in many federal agencies so employees will not speak up because they know they will all of a sudden be given a bad performance evaluation, or not get a bonus at the end of the year or possibly even be terminated or transferred against their will. We could save millions of dollars if employees could feel free to identify areas of waste, fraud and abuse without being retaliated against.

Agree. People who report fraud, waste or abuse ARE sanctioned (all unofficial of course)- first hand witness. On the other hand protections must be in place to protect government (I can't believe I said that) and people from targeting and false accusations.
