Just a thought, in economic hardship why is there wasteful spending. An example, a week or so ago NASA sent people to repair the Hubble space telescope, I don't know how much it cost to send a space shuttle into space or how much it takes to repair a space telescope, but I'd imagine that it's a lot. But when you really think about it, what is an immediate economic concern, spending money on a space telescope that is not an immediate benefit for anyone down here on earth or pumping more money into Recovery Act programs and projects. I would think that getting out of a recession wuold take precedent over space exploration.

Two comments:
-Much of the cost of sending the shuttle into space and repairing the Hubble ultimately goes to wages & salaries (of NASA employees, the employees of contractors, the employees of the suppliers to the contractors, etc.). The space program employs a huge number of people. So, this money is not completely wasted vis-a-vis economic recovery.
-Our future depends on knowledge. Science creates knowledge that ultimately creates products and technologies that drive innovation, employment and efficiency. This was a repair mission to keep an aging, but incredibly useful, tool working. This tool will eventually be replaced, but if we can repair it and keep it working a little longer, we can put off sending up the replacement (an ultimately much more expensive project).

We could be mining Mars for resources with all the monies wasted by the Economic Recovery Act.

In a bizarre way of thinking, they think spending more money will get us out of a recession. They're completely wrong of course.
