Does it appear that something drastic is taking place with the appointmwent of so-calleed Czars? By placing these people directly under the executive branch isn't this bypassing Congress? think about it, isn't their directives as appointed executive buruacratic appointees no longer subject to Congressional oversight? And as such isn't congressional oversight being supplanted? Congress calls them for testimony and they claim executive privilage, then what? They stonewll, congress threaten sanctions, does past evidence indicate that they care? I see the congressional legislative branch being userped by the executive branch. How do you see it, power being concentrated or not?

This all started under Nixon and never stopped. Cabinet level appointees are overseen by White House staff. So if somebody is Secretary of Education, he doesn't have the last word on Education. The president does.
There's nothing illegal about it. The president can run the executive branch pretty much how he likes. He can't move or spend without authority from Congress, but there are lots of decisions left to make after Congress feeds the beast. Appointing a czar does not override Congressional authority. Its just using a different adminstrative structure to execute the laws.
