Establish A Transparency Officer at Each Agency

Each agency should establish a senior officer in charge of dissemination/transparency, tasked to balance information and dissemination regimes, with a particular emphasis on transparency.

This would be a new agency position, possibly within the office of the agency’s Chief Information Officer. Additionally, as new CIOs are appointed, they should be required to have at least as much expertise in information policy areas as in technology areas. Working with the CIO, this officer should be able to approve and disapprove programs and system acquisitions.

    I would like to see communication skills taught in

    highschool classrooms. Why is it that everything else

    is taught except the one thing the world needs most?

    Esier ownership of real estate and health care that is

    affordable, ofcourse, seem urgent. How can we be

    active in our communities when we cannot live under a

    roof, find a job or find a doctor ? It makes no sense.

    If you can pass this onto the powers that be, great.

    Please! No more red tape! This would be yet another layer of horendous red tape to deal with! We need streamlined processes and smaller govt. - no more new positions unless it streamlines or decreases necessary staff.

    I agree with Kaygoll, it is not necessary to create an additional position. The focus should be on changing the culture to ensure transparency. I recognize someone or a committee will have to monitor the effectiveness of transparency. However, if a transparency officer is going to expand the size of the agency/government this is counterproductive, especially in light of economic considerations.

    I appreciate the spirit of the recommendation, however, I would encourage a more holistic approach which looks at the systemic issues that are probably responsible for the recommendation. Thus, I recommend focusing on the systemic and cultural changes that have led to this momentous "open dialogue."
