Create a bill reading czar

Why Is This Idea Important?: No one currently reads the bills.

Since our brilliant USA politicians are too busy to read bills before they vote on them it might be good to appoint a bill reading czar. The bill reading czar could read the bill. Of coure, no one in Congrss would care but at least citizens would know someone was reading the bills.
