Establish a resource/database that links the sources of information, by topic, of the federal, state, and local governments. This would allow citizens to find info and provide input by the topic that concerns them. For example, a citizen who is concerned about water runoff polluting a nearby bay and killing off the coral. They would have to learn about the various federal laws, any consent decrees, who is responsible for coral protection, etc. before being able to provide meaningful input. Without a sense of having an impact, people will tend not to participate in government.

That database ought to be started in schools. I like to call it constitutional awareness. Once we educate people on what the powers of the branches of government REALLY are then they can understand just what their duty as a citizen is. It all starts with knowledge and participation.
