A suggested structure for New Stratagies and Techniques

Why Is This Idea Important?: Organization is the way we many become one (or at least unified enough for the purpose.)

It looks like the White House folks are thinking of incorporating Open Gevernment Dialogue into the formal structure of government. Good for them!

    We can implement OpenGov as a re-weave of the fabric of government, at the Federal and all levels. The people and content side of the process has begun, but we need a coordinated effort to develop the hardware and computer infrastructure to support the initiative.

    The new structure must include a model for engaging minority and underrepresented citizens who seldom participate in government or community dialogue. An information design that takes the conversation into the community will net more participation than waiting for the everday citizens to sign on to this website. Besides, its shelf-life is too short to capture any real or unique ideas for increasing public participation in these processes. Perhaps a renewed opportunity every six months?

    I think both of the above comments have great merit. Another item that would help is a command to agencies and their individual subgroups to develop public participation outreach plans. These would require the agency to reach out to state and local NGOs and state and local governments for input. Academia should also be a target. This should be a pro-active strategy where the federal government reaches out to interested sections of the American public.

    The bottom has to communicate to the top for any large organization to work.

    Chain of command in reverse, kind of like this site except the most relevant are actually reviewed by someone at the top.
