Require all government buildings (federal state and local) to insulate attic space to a minimum of R30. Today many are not insulated and refuse to do so being exempt from this requirement. Also all public lighting to be phased into LED instead of the current incandescent. This is one of the easiest ways to reduce energy consumption in America.

I have not voted either way, still mulling this over. And exactly what did I repeat. I made one reply here. I am not sure there is an energy crisis. Just the one the feds are shoving down my throat. I do not believe anything they say anymore.

While your idea is not bad it does not address a big problem. How much would better insulation really save? I am sure it is not going to bring back 10+ trillion the U.S.
