Add labeling requirement to electrical devices

Why Is This Idea Important?: Consumers cannot make good choices about which devices to buy to conserve energy, if that information is not made available to them. Markets work more efficiently when consumers are well informed. See "The Market for Lemons" by George Akerlof.

Devices which use electricity sold in the United States ought to be clearly labeled with maximum energy use while being actively used and while sitting idle. This should include all devices, from major appliances to USB peripherals and RAM chips.
