At the time the Constitution was written, misdemeanors meant: "bad behavior - (neglect of duty and corruption were given as examples)"

Alexander Hamilton considered 'high crimes and misdemeanors' to mean: "violation of public trust."

President "Bill Clinton explained 'high crimes and misdemeanors' as follows: 'I think the definition should include any criminal acts plus a willful failure of the president to fulfill his duty to uphold and execute the laws of the United States.
