The very idea that Congress can allocate billions of dollars that don't exist is wrong.
Make all Congressional pay subject to a budget surplus.
If the budget is in deficit then Congress and their staff will be paid minimum wage.
When there's enough surplus in the budget to pay Congress and their staff they should receive the pay they get now with no increases unless a majority of Americans request a Congressional Pay Increase.

Well this idea would have been incentive for Congress to stay within a certain parameter with regards to spending prior to the Stimulus & Omnibus Bills. Congress should demonstrate fiscal responsible and not spend what we do not have. Borrowing from China and Saudi to pay for millions of dollars in ear marks & pork and well as millions of dollars to government departments in the Stimulus Bill & Omnibus Bill is recklessly irresponsible. It's been only 4 months since the inauguration and we are 1.4 trillion dollar in debt to China. The American people do not want to be in debt to China or Saudi. If we do not have the money, Congress should not spend the money without a vote from the American people. Americans did not vote for the Bail Out, Stimulus Bill, Omnibus Bill nor will have the opportunity to vote for the 2010 Budget Bill. Congress did not listen to our cries for "NO" Bail Outs! Congress did not listen to our cries to "Drill Our Own Oil" to reduce our dependency on foreign oil and create American jobs. Congress did not listen to our cries for "No" Ear Marks & "No" Pork!! The 111th Congress under the leadership of Pelosi & Reid have demonstrated irresponsible, unaccountable,incompetent, wasteful, reckless spending as if they are on a shopping spree with China's credit card. This is UnAmerican!!

sallie too I appreciate your input and you explained the problem well. We as Americans need to band together against this generational theft and mismanagement of funds.
Congress gets a raise no matter how lousy they are at doing their job.
It seems the senior "leadership" of the Democrats think they get paid for everything they blame on the last administration.
This is an idea whose time has come.
