Amend Const. to provide for recall of Senators and Reps. and president.

Sometimes the people can not wait for an election to get rid of a bad leader.

The people should have the ability to recall their district's representatives and senators.

    OPT OUT then requires the person to continue to pay off the debt according to the already agreed upon terms, and the person agrees to continue to pay off the debt while also not using the card anymore.
