Government has specific Constitutional tasks to perform. When it attempts to do more, those primary tasks take on secondary importance, and are performed poorly.
One cannot simultaneously ensure sound currency and manage an economy; defend the nation and incur debt to foreign interests; ensure equal justice for all and make special grants to selected entities; etc.
The 10th Amendment was in part to ensure that the federal government concentrated upon its delegated tasks, and not to become bogged down in secondary considerations that are properly the purview of the states and people.
