Being able to read government bills before they are voted upon

Why Is This Idea Important?: Because it is the only way I can conceive of for our citizens to get any impartial idea of what is actually IN the bills. It should help to cut the number of earmarks as well.

I would like to see every bill divided into approximately 50 page segments that can be read by individuals and also by people who have had some experience reading contract law, to be commented on briefly and collated by news media or watch groups. It isn't all that impossible...people can sign up for as many segments they want and it will work on the same basis as a phone tree.

    Every piece of legislation should be written in plain english, easy to understand exactly what is intended by those writing the legislation.

    Unfortunately this is not the case as we have legislators that we cannot trust to govern in the best interest of the country.

    Every piece of legislation ought to have at least a 5 day cooling off period before any final vote is taken. Legislation ought to be amended and agreed to in a final form and posted for 5 days before either the Senate or the House can vote on it in the final form.

    Further, legislation that passes both the Senate and the House should have to be posted for public comment before the President is allowed to sign it. The comment period should be no less that 14 days.

    There is no legislation that is so urgent as not to allow all citizens to see what is going into it.

    It is time to hold Congress and the President to account for what they are imposing upon the citizens of this great country. It is 'government of the people, by the people' and should remain that way.
