There's a web site called whynot that has been up and running for several years now. Its main purpose is to bring new ideas and inventions to light. As with anything of this nature it attracts juveniles with ridiculous suggestions, but it also attracts some fairly creative people. Their ideas are the ones worth reading. That's beside the point though. The main point is that over the years the site has evolved to make it easier for novice users to jump right to their area of interest. This web site might benefit from some of those enhancements.
Enhance this web site so it's slightly more functional

This is an valuable contribution, however, as a friendly amendment, I would replace 'slightly' by 'significantly' in the idea title.
Participants who support this idea might want to participate in the Open Government Directive Google Group - http://groups.google.com/group/opengovernmentdirective - that had been set up in support of organizing the dialogue, and that continues to serve as a forum for discussion of how the process moves from here.
I agree and actually posted the same idea (before searching and seeing yours) here!

Just a warning - halfbakery just suspended my account for 'promoting' the site, and claimed I was spamming on their behalf, even though that was not my intent.
Didn't expect to be reprimanded for praising their model as a good one to base our government's brainstorming site on....
Anyway, since you are a long-time baker, I thought I'd give you a heads-up.
