The TARP program was a very large decision which, I believe, the majority did not approve.
We need some nature of an emergency halt on such decisions until a majority of people approve.
Leadership is one thing. Spending American Tax Dollars to bolster Corporations is immoral, and was a crime against the citizen.
We need a way to stop a run-away politic.

Like a lot of these "democracy" ideas, we need to remember that we are a REPUBLIC (gee, maybe THAT'S why we need to say the pledge of allegiance more often :-)). Any change from that is going to require a change of the Constitution.

We are a democratic-republic. I'm familiar with the design. There's no prohibition on adding democratic processes.
An emergency halt can be a time-delay if nothing else. Six months to let those who are footing the bill have an opportunity to make reasonable demands for accountability.
