Usually if you reduce spending and come in under budget they reduce the allowance you get the next year making it harder to stay within the budget.

Exactly on point! Currently, gov't agencies have an incentive to spend more so that they don't lose funding the following year. That's a lot of waste, especially when considering all of the agencies that follow this practice!
not exactly true... to paraphrase a friend of mine who's worked in the DC area many years, "the way they run the show is, they decide what they want to see done and then decide how much money they need to do it."
which is exactly backward...
first, figure out what the goal is... not the solution.
then cast about for a variety of solutions and vet all of them with regard to efficiency, effectiveness, time-to-market [time to solution implementation] and then bid the thing out..... and if you're smart, DON'T take the highest OR the lowest bidder. the high bidder may be ripping you off, but the low bidder will give you lousy results, on average...
haven't any of you ever hired anyone to work around your house?!
do you start with "i want a new deck and i want to pay $3000 for it" without first thinking about how big a deck you want or need, what construction materials would be best for the job, and so on, BEFORE you start interviewing a few contractors?
jeez.....
