Make the Library of Congress THOMAS site more like OpenCongress.org

Why Is This Idea Important?: OpenCongress.org has a feature enabling people to comment on bills line by line and is generally easier to navigate. I'm not saying that we need to model our legislative process after American Idol, but there needs to be a convenient and official place for citizens to provide input on specific legislation.
