I have a list of usernames and passwords as long as my arm to access the different sites. To get access to my library information I only need a library card number and the last 4 digits of my phone number. I should be able to access any of the sites whether it's whitehouse.gov or opengov.ideascale etc. with a universally acceptable login. Perhaps my email and a password but I shouldn't have so many different logins.

Right on! Singapore finally did this. Within the intelligence community, despite the lip service to information sharing, it can take an employee a full quarter of their day to make their way into and around the various databases because of exactly the same problem you have.
