Include success criteria, timetables, individuals accountable for success and those responsible for status reporting, running tally for amounts spent, and reasons why each line item is a "good spend." Set up like a dashboard so the public can easily see items that are behind schedule or over budget by flagging "RED", items on target flagged "GREEN", items with issues arising flagged "YELLOW".
Make it simple to SEARCH to find the information you are looking for.
Incorporate staggered funds disbursement contingent on the dashboard being updated before additional funds can be disbursed.

Something akin to this exists at http://www.whitehouse.gov/expectmore; However, it is not as extensive nor does it specify the accountable person. I would be curious to get your comments about http://opengov.ideascale.com/akira/dtd/3041-4049
Thanks
I cannot get http://www.whitehouse.gov/expectmore to load - ?
I like this idea http://opengov.ideascale.com/akira/dtd/3041-4049 as a build to my idea to add more to the front end of the planning and implentation process, before you get to dashboard reporting. If you have time, look at the powerpoint that is posted on this idea - good direction!
