Create legal guidelines for allowable spending for lobbying directly to congress (including political contributions) to be tied directly to the certifiable size of the public membership the lobby has.

I don't believe lobbying should ever be legal. In other countries, this would be called something much more serious, like "bribe".
So how about we do something that will tick a whole bunch of politicians off by, say, cutting lobbying out altogether?
I believe if there's a voice to be heard, it should be the public's. And, trust me, a great deal of the public doesn't have the big bucks like some certain groups do.
i'd go with a truth-in-lobbying rider to this one... any lobbying group would have to present certified information [certified by a neutral third party,] describing who exactly has funded the lobbying group, how big the lobbying group is, and how many businesses or individuals the lobbying organization represents.
the data could be also collected and reported publicly for every member of congress in order to TRANSPARENTLY disclose how much they've been lobbied, both in people and dollars over the past five years or so.
SEEMS THEN PRIVATE /CORP LOBBYISTS WOULD HAVE THE EDGE?
We must have public financing of campaigns...period!

Every no bid contract, every unpaid royalty on an oil lease, every blocked piece of legislation that is supported by the majority because some committee head is paid off or intimidated into inaction, every blocked investigation...YOU PAY AND PAY AND PAY!
You pay hundreds of times what you would to finance campaigns in A CORRUPTION SURCHARGE!
