Encourage whistle blowing

Too often state agencies are silenced by state politics, the politics of Federal agencies, and the relationship between government and vested interests (nuclear power, chemical companies, etc.). State agencies cannot truly represent the people and provide honest and straight forward answers when they perceive their hands are tied politically. This is detrimental to transparency and leads to an erosion of trust between citizens and their government.

    Power to the whistle blowers. Corporations go all soft and moral about the idea that they can most effectively be "self-policing", that no government agency needs to be their oversight.

    Sometimes it seems that the erosion of common sense is the biggest loss of civic power.
